Sixteenth Annual St. Kitts Music Festival
Traffic Management Plan:Warner Park Football Stadium
June 28th to 30th 2012
In order to facilitate the smooth flow of traffic in and around the Music Festival venue, the following traffic management plan will be implemented.
1.0 Intention
i. To ensure easy circulation of vehicular traffic in and around the festival site.
ii. To provide security and ease of parking for all patrons and their vehicles.
2.0 Traffic Flow
i. Traffic will flow northwards only on Victoria Road.
ii. Eastwards only on Losack Road between Hart Street and Park Range.
iii. Southwards only on Park Range between Taylor’s Range and NHC Road.
3.0 Road Closure
i. No vehicular Traffic will be permitted on the portion of Losack Road between Victoria Road and Hart Street.
4.0 Parking
i. Public parking will be permitted on the BHS grounds.
ii. Special parking with the relevant access passes will be permitted in Carnival City, the Lawn Tennis Club parking lot and the Old Girl’s School grounds.
iii. No parking will be permitted on the eastern side of Victoria Road between Carnival City and Losack Road.
iv. No parking will be permitted on the road inside Warner Park which leads to the Lawn Tennis Club parking lot.
v. Parking will be reserved for Taxis only on the eastern side of Victoria Road between Losack Road and the American Bakery.2
vi. Limited parking will be permitted in Warner Park (south of the football field) for bar owners. Access will be via the south-western marathon gate.
5.0 Vendors
i. Street vendors will only be permitted on the portion of Losack road between Hart St. and Victoria Rd.
6.0 Emergency Route
i. A medical post will be established at the festival site to address minor medical emergencies at the venue, however, should there be an incident that cannot be handled at the site, the ambulance service is expected to facilitate transfer of patient to the JNF Hospital. The following route will be used:
a. Victoria Road
b. Cayon Street to JNF
7.0 Artistes Route/Access
Artiste will enter Warner Park via the eastern gate only. They will travel southwards only on East Park Range from Taylor’s Range. Parking will be provided in the parking lot near the media center.
8.0 Wrecker
A wrecker will be on standby nightly from 21:00hrs to remove vehicles that are illegally parked. These vehicles will be taken to the Fire and Rescue services compound where they will be kept until the
necessary towing fees are paid.
9.0 General
1.0 Officers will be available to provide security and parking management in the approved parking areas.
2.0 Traffic signs will be posted to indicate traffic restrictions.
3.0 Officers (Police and Traffic Wardens) will be on hand to enforce restrictions. Illegally parked vehicles will be towed at owner’s expense.
4.0 Traffic restrictions take effect from 18:00 hrs and remain in place until half hour after the show each night.
